Regulations for Ranking & Seeding Rules-2018

1. A. The GSTTA will announce classification ranking for the purpose of seeding after the conclusion of each of the following Tournaments.

            (1)       1st Gujarat State Ranking Table Tennis Tournament

            (2)       2nd Gujarat State Ranking Table Tennis Tournament

            (3)       3rd Gujarat State Ranking Table Tennis Tournament

            (4)       4th Gujarat State Ranking Table Tennis Tournament

            (5)       5th Gujarat State Ranking Table Tennis Tournament

            (6)       Gujarat State and Inter District Table Tennis Championships

B.  Annual Ranking for the year 2018 of all categories shall be announced after the conclusion of the State and Inter District Championships.

C.  The Ranking List announced for the year 2017 will be considered for seeding purpose for the first Tournament only for the year 2018.

D.  For the 2nd Tournament of the year 2018, the performance of the first Tournament will be counted for the seeding purpose.

E.  For the remaining Tournaments of the year 2018 the performance after every Tournament will be added for Seeding purpose.

F.  The Ranking and Classification shall be announced up to Sixteen positions in all categories.

G.  The GSTTA shall maintain through its Technical Committee, a record of the age and date of birth for the Youth, Junior, Sub-Junior and Cadet Categories for Boys and Girls.

H.  The Date of Birth for Youth, Junior, Sub-Junior and Cadet Categories for Boys and Girls for the year 2018 shall be as follows:

(a)  Youth Boys & Girls should have been born on or after 01.01.1998.

(b)  Junior Boys and Girls-should have been born on or after 01.01.2001.

(c)  Sub-Junior Boys and Girls-should have been born on or after 01.01.2004.

(d)  Cadet Boys & Girls-should have been born on or after 01.01.2007.

(e)  The above details shall be clearly mentioned in all the prospectus and entry forms of all the Championships organized by the GSTTA and also held under the auspices of the GSTTA.

I.  Only three appearances will be allowed to play their main eligible events in Youth, Junior, Sub-Junior and Cadet Events.

J.  The entry forms for various Championships have a separate column for indicating the age of the players and the forms received without filling up the age details may be rejected by the Technical Committee/Chief Referee of the Championships.

 

2.  Ranking list will be based on the performance of players during the year under the norms prescribed below:

2.1   The performance of a player at the State & Inter District Championships (compulsory Championships) and of State Ranking Tournaments and “ONE” Best Performance in any of the National Ranking Zonal Tournaments will be considered for ranking.

2.2   Players who have not participated in State & Inter District Championships (Compulsory) shall not be considered for ranking and also for the team.

2.3   The total number of points gained by a player in State and Inter District Championship and State Ranking Tournaments shall determine the ranking of a player during the year.  This is subject to deduction of any penalty imposed.

 

3. Method of Play:

In the State & Inter District Championships and State Ranking Tournaments the following method of play will be adopted.

3.1     The matches will be played in two stages i.e. Stage-I – Round Robin and Stage-II – Knock Out.  This is only applicable if the number of entries in a particular event is more than 32. If not, then there will be Knock Out stage only.

3.2     No position matches will be conducted.

The winner will occupy First Position and the Runner-up Second Position.

 

4.   Matches :

In all the State Ranking Tournaments and Compulsory Championships (State & Inter District Championships) Competition will be played as follow:

4.1    Cadet events will be conducted Best-of-Five games throughout, except the finals which will be played Best-of-Seven Games.

4.2    Sub Junior events will be conducted Best-of-Five Games throughout except semifinal & finals, which will be played Best-of-Seven Games.

4.3    Junior, Youth and Womens Events will be played Best-of-Five Games up to Quarter Finals and from Quarter Final it will be Best-of-Seven Games.

4.4    Mens events will be played Best-of-Five Games up to Pre Quarter Final stage and from Pre Quarter Final it will be Best-of-Seven Games.

In case of qualifying draw all the events will be Best-of-Five Games.

 

5. System for Awarding Points for Ranking :

For Men, Women, Youth Boys & Girls, Junior Boys & Girls, Sub Junior Boys & Girls, Cadet Boys & Girls events of State Ranking and State & Inter District Championships (individual events) the points will be awarded as per the following table:

Note : No positional matches will be played.

 

6.   Participation of Youth, Junior, Sub-Junior & Cadet Boys and Girls in all the Major Events of the State:
6.1   Only those players shall participate in the “Ranking” tournaments who are eligible to play in the National Championships for the year ending 31st December, 2018. 

6.2       Eligibility:

(a)   The Cadet Boys and Girls events shall be open only to those players, who are born on or after 01.01.2007.

(b)  The Sub-Junior Boys and Girls events shall be open only to those players, who are born on or after 01.01.2004.

(c)   The Junior Boys and Girls events shall be open only to those players, who are born on or after 01.01.2001.

(d)  The Youth Boys and Girls events shall be open only to those players, who are born on or after 01.01.1998.

6.3   The Age Certificate to be produced by a player as per the GSTTA Guidelines for submission of Date of Birth Certificate.

 

7.   Penalty :

7.1   Any player who gives a walkover without any valid reason in any State Ranking Tournaments / State & Inter District Championships will be awarded a penalty of minus 10 points which will be deducted from his/her accumulated ranking points.

7.2   If he/she is a regular defaulter, apart from docking points as a penalty, he/she may attract any other punishment as decided by the competent authority.

7.3   An entry once given can be withdrawn by the player or his/her representative before the last date of withdrawal as per prospectus issued from time to time.

7.4   Penalty points however, can be withdrawn in case of a genuine reason provided with sufficient evidence to the competent authority.

 

8. Seeding Rules :

8.1   The seeding for the first State Ranking Tournament of the season will be based on the “Ranking” announced in the preceding year.  Thereafter, the seeding will be given on the basis of total points earned from the total tournaments played for that year.

8.2   National Ranking will also be considered in special cases.

8.3   Seeding will be announced at the tournament venue through Open Draw (for Top-16 ranked players) system for all State Tournaments.

8.4   In case of a tie, then Technical Committee may decide by lots.

8.5   The seeding by ranking will be in accordance with the regulations of the Table Tennis Federation of India (TTFI) are as under :

(a)   The first ranked player or pair shall be placed at the top of the first half of the draw and second ranked player or pair at the bottom of the second half but all other seeded players or pairs shall be drawn by lot among specific places in the draw as follows.

(b)   The third and fourth ranked players or pairs shall be drawn between the bottom of the first half of the draw and the top of the second half.

(c)   The fifth to eighth ranked players or pairs shall be drawn among the bottom places of the odd numbered quarters of the draw and top places of the even numbered Quarters.

(d)   The ninth to sixteenth ranked players or pairs shall be drawn among the bottom places of the odd numbered eighths of the draw and the top places of the even numbered eighths.

(e)   The draw shall Inter-alia be conducted on the basis of entries by Association nominations as per TTFI rules.

(f)   The regulations for alteration to the draw will be inter-alia be according to the TTFI Regulations as adopted by GSTTA.

 

9.   Selection of Teams:

9.1   The performance of a player in all the State Ranking Tournaments / State & Inter District Championships of the State as well as his/her performance in any other International / National / Zonal / Invitation Tournaments or such equivalent tournaments during the year will be considered.

9.2   ‘Ranking’ and ‘Age’ shall be one of the criteria for selection of players for the State Team for any competition on behalf of GSTTA.

9.3   State Ranking to be considered will be the latest announced by GSTTA.

9.4   National Ranking to be considered will be the latest announced by TTFI.

9.5   Points are not the sole criteria for selection but will be one of the main criteria.

9.6   Performance in all official events can be considered for selection.

9.7   In case of exceptional cases the Selection Committee will consider it on case to case basis.

9.8   Fitness and dope tests, if and when conducted during camps, will be mandatory.

9.9   For selection of players performances in National events can be considered. However, importance will be given to State Ranking.

9.10   Selection in Case of Tie: In case of a tie on points between players, selection trails between the concerned players ONLY would be held on a prior intimated date and time. The selection will be done on that basis of the results of the selection trails.

9.11    Indiscipline of a particular player shall also will be taken into non- consideration of a player in the State Team.

 

10.   Transfer Policy :

10.1   If a player wants to play for a different District, he/she should apply to GSTTA before 31st March of every year and he/she should be registered at least 3 months before his/her first assignment for the new District. 

10.2   All those players who seek fresh transfers must register with the GSTTA before March 31 and obtain NOCs from both District Associations.

“A player seeking transfer to another affiliated unit of the GSTTA shall inform the three parties concerned—his/her current District Association, the transferee District Association and the GSTTA—and registers in writing before 31st March of the said year.”

10.3   If either District Association (current and transferee Associations) fails to respond to the player within 15 days of filing his/her application for transfer, the GSTTA reserves the right to automatically grant transfer to the player concerned.

 

11.   These regulations shall be read in conjunction with the rules for the State Ranking Tournaments.

 

12.   On regulations not covered above, the decision of the Executive Committee of the GSTTA shall be final and binding on to the all.
